An analysis of infectious disease as a threat to national security that examines the destabilizing effects of the 1918 Spanish Flu pandemic, HIV/AIDS in sub-Saharan Africa, SARS, and Mad Cow Disease. Historians from Thucydides to William McNeill have pointed to the connections between disease and civil society. Political scientists have investigated the relationship of public health to governance, introducing the concept of health security. In Contagion and Chaos, Andrew Price-Smith offers the most comprehensive examination yet of disease through the lens of national security. The Crusades were penitential war-pilgrimages fought in the Levant and the eastern Mediterranean, as well as in North Africa, Spain, Portugal, Poland, the Baltic region, Hungary, the Balkans, and Western Europe. Beginning in the eleventh century and ending as late as the eighteenth, these holy wars were waged against Muslims and other enemies of the Church, enlisting generations of laymen and laywomen to fight for the sake of Christendom. Crusading features prominently in today's religio-political hostilities, yet the perceptions of these wars held by Arab nationalists, pan-Islamists, and many in the West have been deeply distorted by the language and imagery of nineteenth-century European imperialism. With this book, Jonathan Riley-Smith returns to the actual story of the Crusades, explaining why and where they were fought and how deeply their narratives and symbolism became embedded in popular Catholic thought and devotional life. From this history, Riley-Smith traces the legacy of the Crusades into modern times, specifically within the attitudes of European imperialists and colonialists and within the beliefs of twentieth-century Muslims. After the end of World War II, the United States, by far the dominant economic and military power at that time, joined with the surviving capitalist democracies to create an unprecedented institutional framework. Post-conflict economic reconstruction is a critical part of the political economy of peacetime and one of the most important challenges in any peace-building or state-building strategy. After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way topublic security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must bereconstructed and transformed into functioning market economies that enable people to earn a decent living.Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? The International Criminal Court (ICC) has run into serious problems with its first big case -- the situation in northern Uganda. There is no doubt that appalling crimes have occurred here. Over a million people have been forced to live in overcrowded displacement camps under the control of the Ugandan army. Joseph Kony's Lord's Resistance Army has abducted thousands, many of them children and has systematically tortured, raped, maimed and killed. Nevertheless, the ICC has confronted outright hostility from a wide range of groups, including traditional leaders, representatives of the Christian Churches and non-governmental organizations. Even the Ugandan government, which invited the court to become involved, has been expressing serious reservations. Tim Allen assesses the controversy. While recognizing the difficulties involved, he shows that much of the antipathy towards the ICC's intervention is misplaced. He also draws out important wider implications of what has happened. Criminal justice sets limits to compromise and undermines established procedures of negotiation with perpetrators of violence. The truth commission is an increasingly common fixture of newly democratic states with repressive or strife-ridden pasts. From South Africa to Haiti, truth commissions are at work with varying degrees of support and success. To many, they are the best--or only--way to achieve a full accounting of crimes committed against fellow citizens and to prevent future conflict. Others question whether a restorative justice that sets the guilty free, that cleanses society by words alone, can deter future abuses and allow victims and their families to heal. Here, leading philosophers, lawyers, social scientists, and activists representing several perspectives look at the process of truth commissioning in general and in post-apartheid South Africa. They ask whether the truth commission, as a method of seeking justice after conflict, is fair, moral, and effective in bringing about reconciliation. The authors weigh the virtues and failings of truth commissions, especially the South African Truth and Reconciliation Commission, in their attempt to provide restorative rather than retributive justice. They examine, among other issues, the use of reparations as social policy and the granting of amnesty in exchange for testimony. Most of the contributors praise South Africa's decision to trade due process for the kinds of truth that permit closure. But they are skeptical that such revelations produce reconciliation, particularly in societies that remain divided after a compromise peace with no single victor, as in El Salvador. Ultimately, though, they find the truth commission to be a worthy if imperfect instrument for societies seeking to say "never again" with confidence. War and Change in World Politics introduces the reader to an important new theory of international political change. Arguing that the fundamental nature of international relations has not changed over the millennia, Professor Gilpin uses history, sociology, and economic theory to identify the forces causing change in the world order. The discussion focuses on the differential growth of power in the international system and the result of this unevenness. A shift in the balance of power - economic or military - weakens the foundations of the existing system, because those gaining power see the increasing benefits and the decreasing cost of changing the system.
